The City of Point Russell began the process of creating a permit program in 2019 in response to heightened community interest and concern over the growing number of rental properties in the area. The ordinance is intended to strike a balance between welcoming visitors to the City while reducing issues and complaints associated with short-term rental properties.

Overview

Beginning January 2, 2020 all short-term rentals (STRs) are to:

1. Apply for an annual short-term rental (STR) permit and pay an annual non-transferable fee.

Permit is valid for one calendar year, application or renewal fee of "X"

2.  Adhere to short-term rental ordinance standards.

Short-term rental operators are responsible for reviewing the entire short-term rental ordinance(PDF, 34KB).

3.  Collect and remit quarterly Transient Occupancy Taxes. 

Short-term rentals in the City of Point Russell are subject to a Transient Occupancy Tax (TOT). The rates of TOT are a percentage of rents received on short term rentals. Taxes are paid by short-term renters/guests, collected by STR operators and remitted to the City of Point Russell on a quarterly basis.

What is an STR?

An STR is a short-term rental meaning tenants stay for a period of less than thirty (30) consecutive days.

How do I apply?

The City of Point Russell regulates short-term rental properties in order to mitigate resident impact and maintain safety of our residents. If you own property within Point Russell city limits and are interested in renting it for periods of less than 30 consecutive days, you are required to obtain a short-term rental (STR) permit.

Do I need to renew every year?

A short-term rental permits must be renewed annually. Renewal applications may be submitted starting October 1st of each year. Applications must be received by November 30th to guarantee that your certificate is received prior to January 1st. The advertisement or operation of a short-term rental for which a renewed certificate has not been received may result in a violation.

Does my property need to be registered?

Yes, your property must be registered with the City of Point Russell.
