The City of Point Russell implemented the short-term rental ordinance to strike a balance between welcoming visitors to the City while reducing nuisance issues associated with short-term rental properties. Please utilize the Helpline if you wish to report a property that is in violation of the short-term rental ordinance.

How does the Helpline work?

Each registered short-term rental is required to provide contact information for a designated contact person. When a violation is reported to the Helpline, the designated contact person associated with the address is called and must:

  • Within 30 minutes: Respond to the Helpline by phone.
  • Within 60 minutes: Resolve the violation.

If a violation is not resolved within 60 minutes, both the guests and property owners may be cited and fined for non-compliance.

Ordinance Guidelines

  • Registration: Annual registration is required for all short-term rentals.
  • Noise: Quiet hours are from 10 p.m. to 7 a.m.
  • Trash Collection: All short-term rentals are required to provide weekly garbage service and no trash is to accumulate outside.
  • Occupancy Limits: No more than two people per bedroom plus two additional people are permitted, excluding children under 13.
  • Parking: On-site paved parking is required. No parking is permitted on the street.
  • Fire Safety: Fire safety and defensible space inspections are required.
  • Enforcement: a 24/7 helpline is available to report short-term rental compliance issues. Both guests and owners may be cited for non-compliance.
